Luís Filipe da Silva was graduated in Electrical Engineering by the University Agostinho Neto (Angola). He is the Secretary of State for Water of Angola since February 2010. Between 1980 and 1986 he was General Director of ENE, the National Electrical Company, where he was responsible for Studies and Projects, Operation and Maintenance, and assumed the functions of Director General of the company between 1993 and 1997, after a first experience in the government as Deputy Minister of Education for Technical-Vocational Education between 1986 and 1992. Between 1997 and 1999 he was Deputy Minister of Energy and Water and then Minister up to December 2002. Between July 2006 and May 2010 he was President of the IRSE, Regulatory Institute for the Electrical Sector of Angola.
