Luis Veiga da Cunha holds a Ph.D. in Civil Engineering from the Technical University of Lisbon (IST). Between 1963 and 1983 he was researcher at the National Laboratory of Civil Engineering, Lisbon where he led the Hydrology and River Hydraulics Center (1963-1983). Later, until 1999 Luis Veiga da Cunha was Administrator of the Environmental and Scientific Affairs Division of NATO, in Brussels. He is Professor Emeritus of the New University of Lisbon (1999-2006). He is member of the National Water Council since its founding in 1994 and of the National Council for the Environment and Sustainable Development, since 2001. He was author of the chapter on Hydrology and Water Resources of the 3rd Assessment Report of the IPCC and Coordinator of Water Resources Projects SIAM Climate Change in Portugal. Luis Veiga da Cunha coordinated the Gulbenkian Think Tank on Water and the Future of Humanity. He was founder and 1st President of the Portuguese Water Resources Association (1977-1978). He is member of the Academy of Sciences of Lisbon, of the Academy of Engineering of Portugal and of the French Water Academy. Between 1979 and 1980 Luis Veiga da Cunha was Minister of Education in Portugal.
