Paulo Matos obtained his degree in Electromechanical Engineering at the Industrial Institute of Huambo in 1973. He worked at Cambambe Dam having occupied the position of Director and Chief Engineer. Later he was for 9 years Director General of SONEP, which was then a semi-stately company that developed and managed the electrical energy of the northern sector of Angola. He was member of the direction of GAMEK and participated in the launching of Capanda dam works. He joined the Directorate General for Research, Planning and Projects of ENE and was for 9 years Director of the Office of Studies and Projects of MINEA. He was also the National Director of Electric Power for 2 years and is currently a consultant to the President of the Republic on energy issues. He is member of the Permanent Technical Committee Angola / Namibia for the Cunene River Basin (CTPC) where he operates in the area of bilateral agreements. He is the author of two important documents on strategy for the electricity sector in Angola of 2002 and 2011.
