Manuel Quintino was graduated in Hidrotecnia by the Belarusian Agricultural Academy. He was the National Director of Water Resources (2010 - 2012) at the Ministry of Energy and Water. In the Ministry of Agriculture and Rural Development, he was Director of the National Directorate of Hydraulics and Rural Engineering (1991 - 1994), as well as National Director of the Technical Office (1991). From 1994 until 2001 he was the National Coordinator of Irish Trocaire NGO Programs. Between 2001 and 2005 he was Director of Portuguese NGO OIKOS in Angola. From 2005 to 2010 Manuel Quintino was actively involved on the Environmental Protection and Sustainable Management Plan of the Okavango River Basin, and became National Coordinator (Angola). In 2006 and 2007 he was nominated Interim Regional Director (Angola, Namibia and Botswana). From March 2008 until June 2010, he assumed the role of Technical Planner of the Cubango / Okavango River Basin. Presently he represents Angola in the ZAMTEC - Technical Committee of the Zambezi River Basin.
